Statement on Holding a Tender


Iv. Javakhishvili Tbilisi State University is announcing an international tender for procurement of all necessary chemical and physical-chemical analysis tools in order to establish National Center of Instrumental Analysis and is inviting all interested persons to take part in the Tender.

Specification and parameters of the object of procurement are provided in the Tender Documentation.
(Interested persons wishing to participate in the Tender have power to familiarize themselves with the Tender Documents at the procurement agency before submission of qualification data and the bid. Information on the announced Tender can be obtained on the University web-site www.tsu.ge).
The desirable term of delivery is not later than 45 days after entering into an agreement.  
Place of delivery: Building 1, TSU, No. 1 I. Chavchavadze Aven., Tbilisi.
Delivered goods shall comply with International Standards (ISO Sertificate).
The Tender Documents will be issued upon presentation of the receipt for 200 (two hundred) Lari as the Tender Fee by the person wishing to take part in the Tender by 17:00 p.m. September 27, 2007 at the following address: Suite 228, Procurement Section of Finance Department, Floor 1, Building 1, TSU, No. 1 I. Chavchavadze Aven., Tbilisi. The Tender Documentation shall be drawn up in English and Georgian. The Tender Fee shall be paid at the following account: C/B “Republic”, account No. 373408000056, Bank code 220101757, Identification code 204864548.
In accordance with the Law “On Government Procurements”, the candidates shall present their bids and qualification data made in Georgian in sealed envelopes to the Tender Committee from 10:00 a.m. September 28, 2007 till 14:00 p.m. Octomber 1, 2007 at the following address: Suite 228, Procurement Section of Finance Department, Floor 1, Building 1, TSU, No. 1 I. Chavchavadze Aven., Tbilisi. The Tender bids may be presented in a foreign language as well. In such event the Tender bid shall be attached with notarially certified Georgian translation. The Tender bids shall be opened in the presence of the candidates at the address aforementioned at 14:00 p.m. Octomber 1, 2007.
Qualification data shall include the following documents and information:
For legal entities:

  1. Reference from National Agency of Public Registry on No Lien on Property.
  2. Reference from the Court on No Bankruptcy or Rehabilitation Proceedings.
  3. Reference from Tax Inspection on No Reorganization and Liquidation.

For individuals:

  1. Reference from a competent institution certifying that an individual is capable.
  2. Reference from the Court on No Bankruptcy Proceedings.

For both legal entities and individuals:

  1. Information on the candidate’s name, legal and actual address, telephone/fax, bank requisites, director’s name and surname

Foreigners (nonresident individuals and legal entities) wishing to participate in the Tender shall present documents evidencing qualification data as issued from the competent authorities of their countries. These documents shall be necessarily attached with certified translation into Georgian. 

The Tender will identify the winner according to lots.
The procurement process will employ bid security and Agreement performance instruments. The detailed information on the type and amount of such security performance instruments shall be provided in the Tender Documents.
